Lieutenant promoted prior to retirement

District One Lieutenant Donnie Elomina was recognized for 30 years with the Sheriff’s Office and was promoted to Captain prior to his retirement. He is planning to leave in early January. Here he is with his wife and daughter, pinning on his captain’s bars.
