On August 6, 2013 at approximately 11:00 AM Special Investigations detectives were conducting surveillance on Stock Island when they observed what appeared to be a narcotics transaction between two men at the corner of First Avenue and Second Street.
Detectives made contact with the man who appeared to be the purchaser in the transaction. He had several pieces of crack cocaine which he admitted buying from the other man, who was later identified as 24 year old Richard Freeman of Florida City.
Freeman was later apprehended by detectives, He was charged with sale of cocaine and booked into jail.
